March 4, 2021 The Lyon County Board of Commissioners discussed Innovation Zones under agenda item 18 c. For Possible Action: Discussion and direction to staff and Legislative Coalition Members regarding legislation or legislative issues proposed by legislators or by other entities permitted by the Nevada State Legislature to submit bill draft requests, or such legislative issues that may impact Lyon County as may be deemed appropriate by the Board of County Commissioners.
The Board of Commissioners cited concerns that the legislation may not be in accordance with the Nevada Constitution for creation of a new form of government within an existing county, the potential for uncontrolled growth brought to Lyon County with no additional industrial or commercial tax base added to the county, A Governor appointed governing board that governs an industrial complex with no residents and the removal of future revenues from the county in which the Innovation Zone is located.
The Board explained that they have seen proposed legislation and have watched the Governor's roundtable outlining the big picture of the Innovation Zone. The Board unanimously passed a motion opposing Innovation Zones based upon the information they have today and directed the County Manager to draft a letter to the Governor, Legislative leadership and the Legislators that represent Lyon County outlining Lyon County's opposition for Commission Chair Vida Keller to sign. The Board may take additional action to amend or maintain their action once the Governor's Bill Draft is public and they have had an opportunity to review it.
