[ARCHIVED] County Considers Moving Commission Meetings Around the County

February 18, 2021 The Board of Commissioners unanimously directed the County Manager to draft an ordinance amending Lyon County Code 1.05 that will authorize the Board of Commissioners to regularly move the second County Commission meetings around the County. The item was requested by Commissioner Wes Henderson and he explained that NRS 244 authorizes the Board to move meetings around the County and he requested language in County Code that provided for that authorization. Commissioner Henderson provided the Board of Commissioners with examples from Douglas and Nye Counties.

The Douglas County code authorizes the Board to meet in either Minden (County Seat) or Lake Tahoe on their second meeting of the Month. District Attorney Steve Rye explained that a code such as Douglas or Nye County's identify a single separate community. The challenge in Lyon is that we have several population centers. County Manager Jeff Page explained that NRS 244 requires public notification in a newspaper of general circulation in Lyon County for two weeks to announce the Board will be meeting outside the County Seat. To eliminate the $400.00 publication fees per meeting the Board should consider identifying, by code, the community location and month in which the Board wants to meet there. Page also explained that staff will have to identify facilities that meet the needs of conducting the meeting to include seating for audience, connectivity to the Counties computer network and ability to audio record meetings in accordance with the Open Meeting Law.

Commissioner Keller reminded the Board that the Board of Commissioners has regularly met outside of the County seat to address community specific issues facing a community. Comments were made that members of the public complain that the only time the Board comes to their town is when there is a problem. Commissioner Henderson remarked that his request is to change the code that allows the Board to move the meetings if the Board desires. The Board unanimously supported the direction.
